বিরূপাক্ষ পাল জন্ম ১৯৬৩ সালে ঢাকায়। শৈশব কেটেছে নালিতাবাড়ীতে। ঢাকা বিশ্ববিদ্যালয় থেকে অর্থনীতিতে স্নাতকোত্তর বিরূপাক্ষ পালের কর্মজীবন শুরু ব্যাংকার হিসেবে। ১৯৯০-এর দশকের মাঝামাঝি তিনি অস্ট্রেলিয়ায় পাড়ি জমান। যুক্তরাষ্ট্রের বিংহামটন বিশ্ববিদ্যালয় থেকে পিএইচডি। বর্তমানে স্টেট ইউনিভার্সিটি অব নিউইয়র্ক অ্যাট কোর্টল্যান্ডে অর্থনীতির সহযোগী অধ্যাপক। মাঝে দুই বছর বাংলাদেশ ব্যাংকের প্রধান অর্থনীতিবিদ হিসেবে দায়িত্ব পালন করেন। ১৯৮০-র দশকের শুরুতে প্রথমে ঢাকা বিশ্ববিদ্যালয় ও পরে জাতীয় পর্যায়ে আন্তবিশ্ববিদ্যালয় বিতর্ক প্রতিযোগিতায় সেরা বিতার্কিকের শিরোপা অর্জন করেন। বাংলাদেশ ডিবেট ফেডারেশনের (বিডিএফ) প্রতিষ্ঠাতা সভাপতি। বাংলাদেশে বিতর্কবিষয়ক প্রথম গ্রন্থ বিতর্কের তত্ত্ব ও চর্চা-র সম্পাদক। লেখকের অন্যান্য বই বিতর্ক বীক্ষণ, বিতর্ক চিন্তন, দ্বন্দ্বসূত্র (বাংলা ও ইংরেজিতে), মুক্তবাজার অর্থনীতি ও বাংলাদেশ এবং সিডনির পথে পথে।
